In order to combat increasingly serious crimes, the mainland police dispatched three police officers, Xiangdong (played by Xu Jinjiang), Jingsheng (played by Lin Guobin), and Guo Xuejun, to land on Hong Kong Island as illegal immigrants at the request of the Hong Kong government. During his time in Hong Kong, Sir Cheng served as the direct leader of the Hong Kong police station, and local detective Da Da (played by Wan Ziliang) assisted in handling the case.
