In the 1960s, corruption was rampant in the Hong Kong police force, leading to numerous black jails. Cheng An (played by Tony Leung), a journalist for The Daily News, exposed the dark side of the police force in an article, which was seen as a thorn in the side by Detective Cheung Yiu zu (played by Wu Yijiang).
